In large organizations, which succeed through great division of labor and leverage accrued capital, this often results in a legacy of IT assets and staff which complicate innovation. Often the IT assets have been adopted beyond their original designs, and often contribute to the business’s goals mainly through a snarl of communications which has also been stretched beyond its original design. In some organizations, the investment in the IT assets is greater than the value of the business.
Such organizations most often adapt by targeted changes to applications and through skillfully weaving the threads of the communications snarl. At times, an organization gathers the political will to reinvent itself, but most often adaptation is incremental and achieves big goals only through many small stages.
Planning and directing incremental change towards a positive goal is difficult. The projects which make individual changes need to be directed so they work towards the long-term goal, even if the individual projects themselves would never on their own make the design and cost choices needed to move towards the long-term goal. And even before that, the organization needs enough visibility into its present state that it can choose a strategic, longer-term goal, so it can gather the political will to make the incremental project-level investments towards that goal. Even choosing a strategic long-term direction can be hard; governing projects towards that goal and tracking the progress requires continually reinforcing the organization’s political will with the right data, which can be just as difficult.

My 9-year-old got honey in her hair this morning. I helped her tug the brush through her hair. At first she said it didn’t hurt; by the end it did hurt.
